Poultry and Livestock require a special permit

Since 1973, the Village of Upper Nyack has regulated the keeping of "poultry, pigeons, horses, livestock, wild animals, or farm animals, commercially or otherwise." If you are interested in animal husbandry on your property, visit Village Hall and apply for a special permit before you bring the animals home. Permitting is not immediate or guaranteed and the process can take several months.
